It's faint but you can hear it

The great number of seagulls along the rocks are not there for the ocean view.  They do not hang around at the beach because they have finally found a great parking spot.  None of them have gotten themselves committed to a hefty mortgage on an overpriced oceanfront home, just so they can live close.

The birds understand this location to be a good source of food.  Not expensive beach burgers or greasy fries.  They tend to avoid the line of trendy shops selling trinkets, tee shirts, tourist jewelry and postcards.  In fact, most of the seagulls wonder why humans flock to those places.   They flit from place to place, squawking about prices, landing momentarily along the beach wall, sitting there watching each other.

Every seagull faces into the wind.  No one likes their feathers ruffled.  The wind carries with it all things to come, the scent of food, the smell of danger, even escaped kites.  The humans along the beach wall, ignoring wind direction, sometimes get surprised by a wave.  When this happens, if you listen closely, you can hear the seagulls laugh.
